Rep. Dick Gephardt, an American congressan from Missouri who ran for president in the Democratic primaries in 2004 came up with this during his campaign. He referred to Dubya as a "miserable failure" and said a search of it on Google should lead to his biography.
A few web savy of his followers then figured out how to make it the first website on a failure search by constantly linking to it.
He was a decent candidate, but of course Democrats being Democrats, they got Sen. John Kerry, who was about as exciting and dynamic as seeing a goose boil.

No, I typed it all myself, believe it or not. Although not American myself (Lebanese-Dominican) I am very observant of American politics and whatnot.
